Two stage evaluation: brief white
papers, then full proposals and
interviews with finalists.
Research conducted under this
program will be unclassified.
Security clearance not required at
time of application. If selected as
a finalist, an application for
clearance must be submitted.
Secret security clearance
required for final award.
