Arkansas Department of Higher Educations Seeks
Director
The Director of the Arkansas Department of Higher Education is appointed by the Arkansas Higher
Education Coordinating Board following a search process and selection that includes substantial input
from the Presidents Council.
The appointment is confirmed by the Governor, and the Director serves at the pleasure of the Governor
as a member of the Governor’s Cabinet. The successful candidate must be an experienced educator in
the field of higher education with competence in institutional management and finance and must have
relevant experience on a higher education campus. Successful experience as a staff member of a state
agency is desirable. The Director supervises the staff of the department.
Department responsibilities include: developing and recommending to the Governor and the General
Assembly the operating, capital, and personal services budgets for the state’s 22 public two-year and
11 four-year colleges and universities; administering $170 million in statewide student financial aid
programs and several federal and state grant programs; developing and revising the state master plan
for higher education; maintaining the role and scope (mission) of each public college and university;
reviewing existing degree programs; approving the creation of new academic programs and certain
other actions at state institutions; certifying out-of-state and proprietary schools to offer post-secondary
degrees or for-credit courses; managing the Arkansas Career Pathways Initiative; facilitating the state
Achieving the Dream and College Access Challenge Grants; administering the federal grant program on
teacher quality enhancement in partnership with the Arkansas Department of Education; and collecting,
analyzing, and publishing data about Arkansas higher education.
Candidates should have a record of achievement, including broad administrative, management, finance
and academic experience and proven leadership ability. Interested candidates should submit a letter of

Affairs leads and administers all academic programs as well as oversees academic staff recruitment, retention and
